Public Sector + eGovernment
After steps to prevent global warming, “Government Online” really ought to be the next topic that Germany’s Chancellor Merkl devotes herself to zealously — because in an EU-wide comparison, Germany ranks among the worst in terms of its administrations’ Web presence. Yet Germany is competing with other EU countries to attract companies, and its agencies and ministries need to offer attractive, up-to-date services. The envisaged goal: to prepare information on and from the federal states and communities so that residents can easily and almost intuitively retrieve all of it — from platforms that are harmonized nationwide.
The new EU Services Directive requires all member countries to introduce “standardized contacts” in 2009 — in other words, to assign responsibilities for certain activities to equivalently defined bodies. And because administrative tasks have to be redesigned for greater efficiency in response to shrinking budgets in any case, there is enormous potential for making improvements: work that Cogisum is ideally capable of supporting.
For example, it has been found that each worker at Bavaria’s municipal governments spends an average of 1.75 hours a week looking for documents. With suitable search technology, this could easily be reduced by two-thirds — generating annual savings of about one million euros in a medium-sized community. Cogisum can help with this: for example, by adding tabs to the websites of ministries, agencies and municipal governments, organizing and cataloging information, or creating tailored search profiles for automatically updating posted information. Public services that really pay off!
